- Third party cover is compulsory. Driving without it is an offence under the Motor Vehicles Act — ₹2,000 for a first offence, more for a repeat.
- Third party liability for injury or death is unlimited. One serious accident can cost more than the car is worth.
- Third party alone pays nothing towards your own car. Comprehensive adds theft, fire, flood and collision damage to it.
- Every claim-free year cuts your own damage premium, up to 50% after five. Let the policy lapse for more than 90 days and that discount is gone.
- IRDAI fixes the third party rate, so it is identical everywhere. Insurers only compete on the own damage part, the optional covers and the claim service.
- A challan does not expire. It stays against the vehicle until it is paid or a court disposes of it.
- After about 60 days it is sent to court. From there it is a case under the Motor Vehicles Act, not a fine you can clear online.
- A court challan takes 45–60 days to settle, against 1–3 hours for one paid online — and court fees make it cost more.
- The RTO will not clear an ownership transfer, an NOC, an RC renewal or a fitness certificate while challans are pending. In practice that blocks selling the car.
- Five or more challans in one year can disqualify the driving licence under the rules in force from January 2026. Some states act at three.
- Once it is in court, a National Lok Adalat can compound it at a reduced amount — commonly 30–50% less. Those sittings are quarterly, so it is a wait, not a shortcut.

A scooter stopped at Rajeev Chowk was carrying 96 challans
In August 2026 Gurugram traffic police stopped a 2017 scooter at Rajeev Chowk. The rider was going the wrong way without a helmet, which is what got him pulled over. When the officer entered the registration number into the challan-issuing device, it returned 96 pending challans against the vehicle, worth more than ₹10 lakh.
Ninety-five of those ninety-six had been issued by CCTV. Exactly one had come from a handheld device, which means on ninety-five occasions nobody had stopped the vehicle, and whoever owned it had no reason to know anything was accumulating.
The device the officer used returns a vehicle’s whole record at once: pending challans, insurance, PUC. An AI-driven screen at Sohna Chowk does the same thing automatically, reading plates as traffic passes and displaying what it finds. That is the system Gurugram runs, and it is why a number can reach 96 without a single conversation.

Ninety-six is an extreme. The mechanism behind it is completely ordinary, and it is the reason checking by registration number is worth doing even when you are fairly sure you are clear.
Gurugram books about a third of Haryana’s challans
Figures for 1 January to 31 August 2026, presented at a Police Headquarters review chaired by the Director General of Police and reported on 6 October. Gurugram is the heaviest-enforced district in the state.

What the cameras catch, and what the officers do
In the week to 22 September 2026 Gurugram issued 39,939 challans worth ₹3,19,65,600. Splitting them by how they were raised shows two different kinds of enforcement running side by side.

Two thirds of the camera challans that week were for lane changes, an offence that barely registers on the ground because an officer has to watch it happen. Drink driving runs the other way: 386 cases from officers and none from cameras, because no camera can test anyone. If you drive the same route daily, the lane-change number is the one to look at.

How many challans does Gurugram issue?
More than any other district in Haryana. Over 7.19 lakh between 1 January and 31 August 2026 across seven violation categories, which is roughly a third of the state total for those categories. In one week in September the figure was 39,939 challans worth ₹3.19 crore.
I was never stopped in Gurgaon. Can I still have challans?
Yes, and it is the normal case. In the week to 22 September 2026, 23,284 of Gurugram’s 39,939 challans came from cameras rather than officers. One scooter stopped at Rajeev Chowk in August was found to be carrying 96 pending challans, 95 of which had been raised by CCTV with nobody ever stopping it.
What do Gurugram’s cameras actually catch?
Mostly lane changes. In that September week, 15,513 of the 23,284 camera challans were lane-change violations, followed by 4,522 no-entry violations. Over-speeding, pollution and seat-belt challans came in the hundreds. Drink driving does not appear at all in the camera column, because testing needs an officer.
Is there a separate Gurgaon challan portal?

Are Gurgaon fines higher than the rest of Haryana?
No. Compounding amounts are set at state level, so Gurugram charges what Haryana charges. What is different here is how likely you are to be caught and by what: Gurugram runs the heaviest camera enforcement in the state, so the volume is higher even where the rates are identical.
Is it Gurgaon or Gurugram?
Officially Gurugram, renamed in 2016. The police, the district administration and the news reports all use Gurugram. Most people still search for Gurgaon, which is why this page is at that address. The challan record does not care either way; it is keyed to your registration number.
My vehicle is not registered in Gurgaon. Can it have a Gurgaon challan?
Yes. A challan attaches to the vehicle rather than to the city, so a Delhi or Noida registration picks one up on a Gurugram camera the same way an HR-26 plate does. Search by registration number and it shows regardless of which district raised it.
