- Third party cover is compulsory. Driving without it is an offence under the Motor Vehicles Act — ₹2,000 for a first offence, more for a repeat.
- Third party liability for injury or death is unlimited. One serious accident can cost more than the car is worth.
- Third party alone pays nothing towards your own car. Comprehensive adds theft, fire, flood and collision damage to it.
- Every claim-free year cuts your own damage premium, up to 50% after five. Let the policy lapse for more than 90 days and that discount is gone.
- IRDAI fixes the third party rate, so it is identical everywhere. Insurers only compete on the own damage part, the optional covers and the claim service.
- A challan does not expire. It stays against the vehicle until it is paid or a court disposes of it.
- After about 60 days it is sent to court. From there it is a case under the Motor Vehicles Act, not a fine you can clear online.
- A court challan takes 45–60 days to settle, against 1–3 hours for one paid online — and court fees make it cost more.
- The RTO will not clear an ownership transfer, an NOC, an RC renewal or a fitness certificate while challans are pending. In practice that blocks selling the car.
- Five or more challans in one year can disqualify the driving licence under the rules in force from January 2026. Some states act at three.
- Once it is in court, a National Lok Adalat can compound it at a reduced amount — commonly 30–50% less. Those sittings are quarterly, so it is a wait, not a shortcut.

Odisha’s One Time Settlement scheme has closed
In September 2025 the Odisha Commerce and Transport Department notified a One Time Settlement scheme for e-challans pending as on 31 July 2025. News coverage at the time put the reduction at up to 50 per cent, capped at ₹1,000 for light motor vehicles and ₹2,000 for heavy ones. Challans already sent to court with a prosecution report were excluded.
The notification set its own limit in plain words: the benefit was one time, and available for a period of six months only from the date the notification was issued. The department’s file is dated 17 September 2025 and the state cabinet cleared the scheme on 10 September, which puts the close in or around March 2026.
It is October 2026. The scheme has been shut for roughly seven months, and what you owe today is the amount prescribed under the Motor Vehicles Act, which is what the notification said would happen once the window closed.
Why so many pages still say it is open
The notification PDF is still on the department’s server and still loads, which makes it easy to mistake for a live scheme. Articles written while the window was open were mostly never revised, and a good number of them give no end date at all, so nothing on the page tells a reader it has passed. If you have seen the discount promised somewhere recently, check when that page was written.

What is still open: National Lok Adalat
A National Lok Adalat can compound a pending challan at a reduced amount, and unlike the settlement scheme it is a standing arrangement rather than a window. It sits four times a year, on the second Saturday of March, May, September and December.
This is the route for a challan that has gone to court, which the settlement scheme never covered anyway. It is also worth waiting for if a court challan is not urgent, because the amount agreed at a Lok Adalat is commonly well below the figure on the challan.

One portal that is not what it looks like
Search for an Odisha e-challan portal and you will be offered odishatreasury.gov.in/echallan. That is IFMS Odisha, the state treasury receipts system, and it has nothing to do with traffic. Government sites in India use the word challan for both traffic fines and treasury payments, and the two are entirely separate systems.
How Odisha raises a challan
Odisha issues e-challans through its enforcement staff and the police, and also automatically through what the Commerce and Transport Department calls the Intelligent Enforcement Management System, or IEMS. An automatic challan is raised against the registration number without anybody stopping you, so the first you hear of it may be a lookup rather than a message.
The same notification is blunt about why a pending challan matters beyond the money: it says various transactions are not allowed under the Motor Vehicles Act for vehicles with challans outstanding. In practice that is the RTO declining a transfer, an NOC, a renewal or a fitness certificate, which is what stops a sale.

Can I still get 50% off my Odisha challan?
No. The One Time Settlement scheme covered e-challans pending as on 31 July 2025 and ran for six months from its notification in September 2025, which closed it in or around March 2026. Pages still advertising it were written while it was open and have not been updated. What applies now is the amount prescribed under the Motor Vehicles Act.
Is there any way to pay less than the challan says?

Why do other websites say the Odisha discount is still available?
Because the notification is still on the department’s server and still loads, and because articles written during the window were never revised. Several of them give no end date at all, so nothing on the page tells you it has passed. The scheme set its own six-month limit and that limit expired.
Is odishatreasury.gov.in the Odisha challan portal?
No. That is IFMS Odisha, the state treasury receipts system, and it holds no traffic data. Indian government sites use challan for both traffic fines and treasury payments. What is IEMS?
The Intelligent Enforcement Management System, named in the Commerce and Transport Department’s own notification as the way Odisha generates automatic challans. It raises the challan against the registration number without anyone stopping you, which is why checking by vehicle number is more reliable than waiting for an SMS.
What happens if I leave an Odisha challan unpaid?
The department’s notification says it plainly: various transactions are not allowed under the Motor Vehicles Act for vehicles with pending challans. That means the RTO will not clear an ownership transfer, an NOC, a renewal or a fitness certificate, so in practice you cannot sell the vehicle. The challan itself does not expire.
My challan has gone to court. Can I settle it online?
No, and no private website can do it either. Court challans were outside the settlement scheme too, which specifically excluded any challan where a prosecution report had been filed. A National Lok Adalat is the route for those, and the next one is 12 December 2026.
