Why so many Indore challans are never paid

Indore’s Intelligent Traffic Management System generated 7,51,084 e-challans in 2024. Of those, 76,488 were paid, a little over one in ten. The Free Press Journal reported the figures alongside the traffic department’s own explanation, and it is not the one most people assume.

DCP (Traffic) Arvind Tiwari told the paper that commuter data in the system is often out of date, and that in roughly 90% of cases the mobile number attached to the registration belongs to a dealer or an agent rather than the owner. A car bought through a showroom frequently carries the showroom’s number on the record for years. The challan is raised correctly, the SMS is sent correctly, and it arrives somewhere the owner will never see it.

Which makes the ordinary assumption, that no message means no challan, unreliable in Indore in a way it is not everywhere. The record sits against the registration number, so the only way to know is to look the number up. The same report notes recovery climbing from 2% to 14% over six months as the department pushed on this, which tells you the backlog is being worked through rather than written off.

How Indore actually catches you

Most Indore challans are not written by an officer at the roadside. They are generated by the Intelligent Traffic Management System, run under Indore Smart City and wired into the city’s Integrated Command and Control Centre, the fifth such centre in the country.

Two published figures do not agree, and both are given here rather than averaged. Indore Smart City describes 50 junctions under its adaptive traffic control programme. The Free Press Journal, reporting on enforcement in 2024, said ITMS was installed at 18 traffic points and live at 14, naming Robot Square, Sindhi Colony, Bata Square and Nandlalpura Square as the four not then operational. The likeliest reading is that these count different things: signal coverage against enforcement points live at that moment. We have not been able to confirm that, so we are not going to assert it.

E Challan Indore: frequently asked questions

I never got an SMS. Does that mean I have no Indore challan?

No, and in Indore that assumption is riskier than elsewhere. DCP (Traffic) Arvind Tiwari has said that in around 90% of cases the mobile number on the registration is a dealer’s or an agent’s rather than the owner’s, so the alert goes somewhere you will never see. Out of 7,51,084 ITMS challans raised in 2024, only 76,488 were paid. Check by registration number instead of waiting for a message.

How are most Indore challans issued?

By camera, not by an officer. Indore’s ITMS uses number plate recognition, red light violation detection and speed detection at junctions, feeding the city’s Integrated Command and Control Centre. The system identifies roughly 85 violations an hour, around the clock, and you are not stopped when it happens.

Is there a separate Indore challan portal?

No. Indore challans sit in the Madhya Pradesh and national records like any other. Check them here, on MP Police’s portal at echallan.mponline.gov.in, or on the national one at echallan.parivahan.gov.in. There is no Indore-only site to look for.

My vehicle is not registered in Indore. Can it still have an Indore challan?

Yes. The challan attaches to the vehicle wherever it was registered, so a Bhopal MP-04 car or an out-of-state vehicle picks one up on an Indore junction exactly the same way. Search by your registration number and it will show regardless of which city raised it.

What is MP-09?

MP-09 is Indore’s vehicle registration series. It tells you where the vehicle was registered and nothing about where a challan was raised or where it can be paid. An MP-09 car can hold a Gwalior challan and settle it from anywhere in the state.

Are Indore fines different from the rest of Madhya Pradesh?

No. Compounding amounts are set at state level, so Indore charges what Madhya Pradesh notified on 6 March 2023: ₹300 for a first helmet offence, ₹500 for a seat belt, and so on. Why did my Indore challan arrive weeks after the offence?

Camera challans are generated at the command centre and pushed into the state and national systems rather than handed to you, so there is a processing gap, and the SMS problem above can add weeks more on top. The challan dates from the offence, not from when you found out, which is one reason an unchecked challan can be most of the way to the 60-day court referral before anyone notices it.
