- Third party cover is compulsory. Driving without it is an offence under the Motor Vehicles Act — ₹2,000 for a first offence, more for a repeat.
- Third party liability for injury or death is unlimited. One serious accident can cost more than the car is worth.
- Third party alone pays nothing towards your own car. Comprehensive adds theft, fire, flood and collision damage to it.
- Every claim-free year cuts your own damage premium, up to 50% after five. Let the policy lapse for more than 90 days and that discount is gone.
- IRDAI fixes the third party rate, so it is identical everywhere. Insurers only compete on the own damage part, the optional covers and the claim service.
- A challan does not expire. It stays against the vehicle until it is paid or a court disposes of it.
- After about 60 days it is sent to court. From there it is a case under the Motor Vehicles Act, not a fine you can clear online.
- A court challan takes 45–60 days to settle, against 1–3 hours for one paid online — and court fees make it cost more.
- The RTO will not clear an ownership transfer, an NOC, an RC renewal or a fitness certificate while challans are pending. In practice that blocks selling the car.
- Five or more challans in one year can disqualify the driving licence under the rules in force from January 2026. Some states act at three.
- Once it is in court, a National Lok Adalat can compound it at a reduced amount — commonly 30–50% less. Those sittings are quarterly, so it is a wait, not a shortcut.

What Bhopal actually books people for
Bhopal Traffic Police issued 27,152 challans over five months. The Hitavada published the breakdown on 5 October 2026, and the shape of it is more useful than the total, because it tells you which offences are being actively looked for.

Not one drink-driving challan in five months
The number that stands out in that table is the zero. Across five months of enforcement, Bhopal Traffic Police issued no drink-driving challan at all against a private vehicle. One was issued to a bus conductor found intoxicated on duty, and that is the whole of it.
Additional DCP (Traffic) Basant Kaul told The Hitavada that the department has adequate breath analysers and will run a special drive against drink driving in the coming days.
There is a second reason that number is low, and it is the one worth understanding if you are checking your own record. Drink driving sits under section 185, which Madhya Pradesh does not list as compoundable. It cannot be settled by paying anything, to anyone, on any website. A drink-driving case is a prosecution rather than a challan, so it does not land in the pending list the way a red light or a helmet offence does, and it will not show up on a lookup as something you can clear.

Is there a separate Bhopal challan portal?
No. Bhopal challans sit in the Madhya Pradesh and national records like every other MP challan. Check them here, on MP Police’s portal at echallan.mponline.gov.in, or on the national one at echallan.parivahan.gov.in.
What is MP-04?
MP-04 is Bhopal’s vehicle registration series. It says where the vehicle was registered and nothing about where a challan was raised or where it can be paid. An MP-04 car picks up an Indore challan on an Indore junction and settles it from anywhere in the state.
Are Bhopal fines different from the rest of Madhya Pradesh?
No. Compounding amounts are notified at state level, so Bhopal charges what Madhya Pradesh set on 6 March 2023: ₹300 for a first helmet offence, ₹500 for a seat belt, and so on. My vehicle is not registered in Bhopal. Can it still have a Bhopal challan?
Yes. A challan attaches to the vehicle rather than to the city, so an out-of-state or out-of-district vehicle picks one up at a Bhopal junction exactly the same way. Searching by registration number finds it whichever city raised it.
I was never stopped. How can I have a challan?
That is how most of them are raised now. The ITMS cameras read the plate and generate the challan at the command centre, with no interaction at the roadside. The notice goes to the mobile number on the registration record, which is not always the owner’s, so a lookup by vehicle number is more reliable than waiting for a message.
